From the Hotline: Unemployment Insurance Notice and New York Employers
Question: We are a New York employer, and we self-insure our unemployment insurance. Must we still provide an unemployment notice to separating employees?
Answer: Only those employers who are subject to the Unemployment Insurance code need to comply with the notice. If your organization is self-funded, you may be exempt. Self-funded employers may confirm their exemption status by reviewing the New York Unemployment Insurance regulations on exempt employers at http://labor.ny.gov/ui/dande/covered1.shtm.
