Benefits for Mental Health Conditions

On June 14, 2017, Texas Governor Greg Abbott signed legislation (H.B. 10) requiring specific health benefit plans to provide benefits and coverage for mental health conditions and substance use disorders under the same terms and conditions applicable to the plan’s medical and surgical benefits and coverage. Under the law, plans may not impose treatment limitations on benefits for a mental health condition or substance use disorder that are generally more restrictive than limitations imposed on coverage of benefits for medical or surgical expenses.

The law is effective September 1, 2017.

State Employee Leave

On June 9, 2017, Texas Governor Greg Abbott signed legislation (S.B. 73) relating to leave policy and procedures for state employees. The law grants leave, without loss of benefits or pay, for state employees who are veterans and eligible for health benefits under the Veterans Health Administration of the U.S. Department of Veteran Affairs to seek medical or mental health care for up to 15 days.

The law is effective September 1, 2017.
